           PROCEDURES FOR APPLYING FOR A BUILDING PERMIT

                                       

  

1)      Obtain a Wisconsin Building Permit Application from the Village Clerk.

2)      Fill out the Permit Application  (follow the instructions attached w/ permit application) & review CAUTIONARY STATEMENT TO OWNERS OBTAINING BUILDING PERMITS   (also attached).

 

      NOTE:

            DWELLING CONTRACTOR FINANCIAL RESPONSIBILITY.

      Comm 5.31 No person may obtain a building permit for a one- or two-

      family dwelling unless the person holds a certification issued by the department

      as a dwelling contractor financial responsibility certification or a dwelling    

      contractor financial responsibility-restricted certification, except as provided

      under s. 101.654 (1) (b), Stats. Exempts an owner of a dwelling who resides or

      will reside in the dwelling and who applies for a building permit to perform

      work on the dwelling from obtaining a dwelling contractor financial responsibility

      certification.

      Permits will not be accepted unless this card is presented (if applicable).

 

Return Application, permit fees (to be determined), w/ submission of plans to Smrcina Inspections LLC.

 

PLAN SUBMITTAL;

 

REQUIRED BUILDING PLANS. At least 2 SETS of plans shall be submitted. The required plans shall be legible and drawn to scale or dimensioned and shall include the following:

 

PLOT PLAN/ EROSION CONTROL PLAN.  (a) The plot plan shall show the location of the dwelling and any other buildings, wells, surface waters and disposal systems on site with respect to property lines. The location of the non-tracking access roadway, as required under s. Comm 21.125 (1) (c), shall be shown. For sites greater than 5 acres, the plot plan shall indicate the area of land-disturbing activity within the site.

(b) The plot plan shall show the direction of all slopes on the site. Sectors

within the area of land disturbing activities shall be designated and labeled on the plot plan in the appropriate slope category: less than 12 % slope; 12 % to 20 % slope; and greater than 20 % slope. The plot plan shall indicate initial erosion

control measures as specified in s. Comm 21.125 based on slopes existing immediately prior to building construction.

 

FLOOR PLANS.  Floor plans shall be provided for each floor. The size & location of all rooms, doors, widows, structural features, exit passageways & stairs shall be indicated. The location of plumbing fixtures, chimneys, and heating and cooling appliances, and when requested, a heating distribution layout shall be included. Show Service panel location.

 

ELEVATIONS. The elevations shall contain information on the exterior appearance of the building, indicate the location, size and configuration of doors, windows, roof, chimneys, exterior grade, footings and foundation walls, and include the type of exterior materials.

 

FOOTING AND FOUNDATION PLANS. Size if foundation, pier pad locations and size, beams, size of footings, stair location, egress windows (if applicable), foundation wall height, basement floor type/thickness, frost walls.

 

CROSS SECTION. Exterior grade elevation, footing and foundation wall

sizes, drain tile system and types of materials (if applicable per code), exterior wall construction identifying materials used (including vapor barrier and insulation), roof construction identifying materials used and spans (including

            vapor barrier and insulation), floor construction identify materials used and spans       

            (including insulation, if used).

3)      Plumbing must be done by appropriately STATE CREDENTIALED CONTRACTOR.

4)      HVAC work must be done by appropriately STATE CREDENTIALED  

CONTRACTOR.

5)      PLUMBING- A building permit CANNOT be issued until a sanitary permit has        

been issued for any new or affected existing private onsite wastewater treatment system.  (check w/ the county zoning & sanitation office) Send a copy of the

Soil Test Report for review ( If Applicable ) and a copy of the Sanitary Permit.

6)      Review & SIGN the Uniform Notice to Permit Applicants served by the

Village of Ferryville Contracted Inspection Agency (2 copies attached, sign one & return to Smrcina Inspections LLC & keep the other for your files.

Ferryville ORDINANCE ADOPTING THE WISCONSIN UNIFORM DWELLING CODE

15.01 AUTHORITY. These regulations are adopted under the authority granted by s. 101.65, Wisconsin Statutes.

15.02 PURPOSE. The purpose of this ordinance is to promote the general health, safety and welfare and to maintain required local uniformity with the administrative and technical requirements of the Wisconsin Uniform Dwelling Code.

15.03 SCOPE. The scope of this ordinance includes the construction and inspection of one- and two-family dwellings built since June 1, 1980.  Notwithstanding s. Comm 20.05, the scope also includes the construction and inspection of alterations and additions to one- and two-family dwellings built before June 1, 1980. Because such projects are not under state jurisdiction, petitions for variance and final appeals under ss. Comm 20.19 and 20.21, respectively, shall be decided by the municipal board of appeals. Petitions for variance shall be decided per s. Comm 20.19 (Intro) so that equivalency is maintained to the intent of the rule being petitioned. As the board of appeals approves petitions for variance, the chief inspector is granted the power to apply the results to similar circumstances by precedent. The building structure and any heating, electrical or plumbing systems shall comply with the Uniform Dwelling Code. Petitions for variance and appeals shall be handled as in the previous paragraph.

 

15.04 WISCONSIN UNIFORM DWELLING CODE ADOPTED. The

Wisconsin Uniform Dwelling Code, Chs. Comm 20-25 of the Wisconsin Administrative Code, and all amendments thereto, is adopted and incorporated by reference and shall apply to all buildings within the scope of this ordinance.

15.05 BUILDING INSPECTOR There is hereby created the position of Building Inspector, who shall administer and enforce this ordinance and shall be certified by the Division of Safety and Buildings, as specified by Wisconsin Statutes, Section 101.62(2), in the category of Uniform Dwelling Code Construction Inspector. Additionally, this or other assistant inspectors shall possess the certification categories of UDC HVAC, UDC Electrical, and UDC Plumbing.

15.06 BUILDING PERMIT REQUIRED. If a person alters a building in excess of $2,500.00 value in any twelve month period, adds onto a building in excess 100 square feet in any twelve month period, or builds a new building, within the scope of this ordinance, they shall first obtain a building permit for such work from the building inspector. Any structural changes or major changes to mechanical systems that involve extensions shall require permits if over the forging thresholds. Restoration or repair of an installation to its previous code-compliant condition as determined by the building inspector is exempted from permit requirements. Residing, re- roofing, finishing of interior surfaces and installation of cabinetry shall be exempted from permit requirements.

15.07 BUILDING PERMIT FEE. The building permit fees shall be determined by resolution and shall include $25.00 to be forwarded to the Wisconsin Department of Commerce for a UDC permit seal that shall be assigned to any new dwelling.

15.08 PENALTlES. The enforcement of this section and all other laws and ordinances relating to building shall be by means of the withholding of building permits, imposition of forfeitures and injunctive action.

Forfeitures shall be not less that $25.00 nor more that $1,000.00 for each day of noncompliance.

15.09 EFFECTIVE DATE. This ordinance shall be effective January 1,2005, upon passage and publication as provided by law.
